How to make TEMS phone

I'm new bie in this forum. Now i need to know How to make TEMS phone with C702 and W995. If you know, please help me step by step.

I think u will need to get either the firmware of already TEMS phones and flash it for your phones or u will need the installer program and lic for your specific phones.
