Depends on what part of the world you want, resolution and what is that you want i.e. elevation, clutter, buildings.

Check out this link for some ideas on free sources of digital elevation models and some details about each of them from a ‘user’ perspective, albeit a gamer perspective and not an RF propagation analysis perspective.
