There is no universal standard to determine these values. Most of these parameters depend on the market where you operate. Pls try to gather information from the existing network and see the trend. Determine the best value.

its should be provided by operator marketing strategic team, however this division not always available or equipped with such information. You can ask to hire professional telco consultant for this, however, you always can do modelling by taken into account live traffic/ existing traffic.
In case this is new operator or new services, you should get assumption approach.
