PDP context success but No RAB request

Hi all!
We are testint for HSPA ( DL, UL) and facing with some problem like this:
1. We use USB datacard & Sim card (support high speed : 14.4M Mbps), but there are many PDP context drop due to UE didn't receive RAB message ( L3 message . and RNC trace)
2. We use USB datacard ( support 7.2Mbps), everything is normal.
3. maybe problem from SGNS, but i don't know exactly which is problem.

So, anybody help me highlight some reason at there

maybe GGSN limit your speed in the GMT_CREATE_PDP_CONTEXT_RSP message reply from SGSN request (GMT_CREATE_PDP_CONTEXT_REQ)
maybe RNC & NodeB can not meet SGSN request

Do you use the same SIM t test both USBs?

But, we already thinks about that, but there are sometime drop, it was not anytime
