White Call problem

Dear All

In our network we use Huawei BTS 3900A and lastly, we start the use 1800 and 900 board in the same BTS and we meet a problem with the call quality. (white call)

PS: - We observe that for some site, the FER was high.
- some site use 2 E1.
1) Is there anyone who have this problem in their network and what was the real cause?
2) from which value we can judge that the FER is High.

Would you kindly explain what does white call mean? On the other hand how you are detecting FER if not using stats?

By White call i mean that one of the caller or the called can heard anything, and the FER we get the stats by using M2000 counters.
