Usually, failure after admission by the RNC is due to poor radio environment. The first thing to check is if this cell B is overshooting. By issuing the following command at RBS level: pmx . pmpropagationdelay -a -m 24

you obtain the propagation delay for the 3 sectors. From this you can detect if any of the cell is overshooting.

How to identify on which site to run this command;

pmx . pmPropagationDelay -a -m 24

just create 2 txt files

1 is for all the ip addresses of nodeBs.

second one is for the propagation delay command like this :

lt all
pmx . pmpropagationdelay -m 1
rbs
q

save these 2 files and copy to your oss folder (maybe give names like ip.txt and propdelay.txt)...
the path is like this --> /home/yourossname

and then open terminal from oss and write this command :

mobatch ip.txt propdelay.txt


ip.txt should be like this be careful :
