Iu release command from CN with cause "no remaining RAB"

hello, does anyone know what does the cause "no remaining RAB" means in the Iu release command, after a RAB assigment fail ?

This CN cause value shall come from RNC's RAB ASSIGNMENT RESPONSE cause value, what's the cuase value for this message?

in the jpg i attached is seen, "iu transport connection fail to stablish"

RNC sent “Iu Transport Connection Failed to Establish” reason value 66 to CN, CN decided to release the signalling connection, CN changed the cause value to 31("No Remaining RAB") instead of the original cause value 66 since there was no remaining RABs to be kept, so RNC can release all the resources after receiving CN's Iu Release command.
