Nat Roaming adding external UTRAN Cells E//

Hi all

I am looking for a procedure to add External UTRAN Cells to a 3G Network for National Roaming.

According to Alex the process is to define Ext. UTRAN network, then define Ext. RNC's via Iur addition. Then finally to define the cells and the utran relations between the 2 networks

I dont like the sound of adding Iur links that physically dont exist. Does anyone have a procedure or instruction to add external Utran relations to a 3G network?

You need to define Iub link with other operator and Define it as normal external handover. For any Handover you need communication between both RNCs/MSCs

Is it possible to break down the process into individual steps? I have an instruction from vendor. But this talks of creating external cells with all cell parameters (similar to creating cells on home network), and then defining the neighbour relation.

To me this seems like overkill... Any advice?
