    Have you checked HSDPA parameters setting in the RNC? and the PHY channel/scheduling in the NodeB.

    And something totally apart from your case. I noticed that the cell 616 in your RNC1 use RSCP for reselection. I wouldn't recommend it. In my opinion it should be set to Ec/No but could be operator strategy as well in specific cases...just mention it.
