1.decode ur lic and find ur vendorID(40A3),secrets..etc by using synkro's tool.
2.Build wlscgen by using same tools by synkro.
3.Feed all the detail wat u got from decoded lic in wlscgen.
4.input lock criteria based on wechoid.exe
5.Generate new lic.

check generated lic in ur pc.If not works,change lock criteria then check...

ps

if u want to lock lic file with hardware ID + dongle,u need emulator to get custom ID.

If you can pls RCE target or Wlscgen or read manual SDK then compare what kind will help you save time muck??? Let me know then

And Atoll 3.1.
