Here is the latest QXDM that I have been able to find online.

This is only QXDM, QPST or QCAT are not included in here.

This is NOT a working copy, this needs a license in order to work. That is why I am providing this, because it will need a license.

2. General Info

Beginning with the 3.12 release, the release version number will be changed to 
a new format.  The third number following the second dot in the version 
will be changed from a two-digit to a three-digit number.  The last digit of the 
three-digit number will be used to signify the type of customer build configuration.  
The remaining two digits will indicate the software base version used to produce 
the release.  For example, the 3.12.107 release is a customer type 7 build with 
software base version 3.12.10

I found 3.12.714, but it will ran out soon. May be someone have more recent version?

Nice, that one is very recent. If you look at the readme you should see the release date. Should be able to go from there on how new it is.
