check in help manual you can find it .
and it means if your capacity reached maximum the cell can no longer accepted the new call or incoming handover.

second thing : if what you mensioned above is the definition of the call blocking rate so what is the difference between it and congestion rate.

for second question in huawei there is no Difference .and for 1st search for KPI name Congestion Rate (Overflow)
or simlpy right down in search K3041
