FSMB+FRGF

Hi, everybody!
We have a problem, that after launching site with FSMB+FRGF 3. sector doesn't come up. Cell_1 and Cell_2 are working fine but Cell_3 is degraded and doesn't work. Modules are fine, WBTS with FSME+FRGF is working fine.
Can somebody, please, advice, where could be the problem?

1. We have installed 3 40W power LK, we doesn't have 60w licences

Howmany FSMB used in your site?

Only one.
One FSMB and one FRGF.
WBTS planned with low traffic so there is no need for more, yet

I just want to add, that we solved the problem by connecting FRGF to FSMBs 3. connector instead of connector used for 2nd release system module+ 2nd release radio module, like we used at beginning.
