Scrambling Code Allocation,Missing Neighbour.

I am confusing that how to allocate scramblling code in right way to cellular network.What is importance and what should I take in to consideration for allocation codes to network.

And missing neighbour ...what are the reasons for case of missing neighbours.

you can plan/allocate SC by primary scrambling code planning attached

the main constraint is Co-SC in the same area which make interference and donest allow UE to decode which like Co-BCCH BSIC in 2G

Which reason generate missing neighbour problem.There is relation between missing neighbour and scrambling code assign.I need information about missing neighbour.How we assign neighbour to cell.Which tool is using for these in WCDMA system.Onthe other hand which tool is using for assignin scrambling code.

What is PSCs and how how to assign that numbers...is there point which should be taken in to consideration?
