NOKIA XML PARSER or anything to open this files!!!

I have this XML files exported from CM Operation Manager, that contains BSC parameters. I want to know how can I open this files on my personal computer.

I have a XML to xls Parser and works OK, but I want to know if there is a better way, because sometimes when i parsed this files, the information is incomplete and disorganized.

i have another request!
is there any solution to convert xml file that generated by Plan Editor(for 2g objects-nokia vendor)to actual commands to run directly in BSC?
i import my actual data from dump of BSC into PE,and i made some planning(change freq,add neighbor,etc) and finaly PE give me an xml file with requested change,but i cannot use that for implementing this plan on BSC(i have no access to OSS),i want to convert this xml file to commands that run on BSC directly,Such as (ZEAC:BTS=BTS1::ABTS=BTS2)
is there any solution?
