In my opinion there is one problem with this rule:

2.Junior member to Member promotion rules changed:
[LIST][*]junior member --> Member: need 10 posts and registered for more than 3 days and reputation >=15(from July 1,2010);[*]Member --->Junior: less than 10 posts or reputation <15.

How the Junior Member can write 10 posts if the most interesting categories are Private and unreachable for him? So if someone is specialist of e.g. TETRA system, he can't share knowledge.

But if I am professionally engaged on radio planning and know the software but I know almost nothing about optimization so where I can express myself ? It is serious question

No problem man, we have a lot of members that are professionals too and they prove your experience in other forums like live optimization and library upload some good information, you need to gain the access first, if you are a professional in planning software and drive testing you can upload documents, workshops, installers etc, a lot of junior open threads with good documentation to gain reputation, you can open threads in this subforums to gain your access, for you is easy to complaint but we need users to prove contribution and upload good information to gain the access.
If you are a professional upload some good information for your work, became in member is very easy.

In my opinion incase one has downloaded some password protected document and doesn't get password from uploader after request(s), credit points shouldn't be decreased for such people and uploader should pay for the delay.
