Moshell for RNC require 2 files, RNC_NODE_MODEL_M_1_43.xml và RNC_NODE_MODEL_M_1_43.xml.cache. I think It should be same for RBS.
Your attached file is RBS_NODE_MODEL_K_2_3.xml.cache file. Could you share RBS_NODE_MODEL_K_2_3.xml file.

just replace step 10 & 11 from user guide for installation for windows ( cygwin ) by the following actions in the file attached.
No need of this cygwin_install.txt
