Wireshark now has a better support on Iub and LTE RRC messages. But some of the Iub messages are customized from 3GPP which can't be decoded by wireshark website version.

Since DL Common control channels must be heard over the whole cell, thus their power setting is designed for "cell edge". DL Common Channels do not have a power control and use fixed power setting....

It is kind of old and can only support up to R4.
Do you have nethawk m5 which supports R7?

7-zip can do it, too. enjoy it!

Winrar can extract it. just use winrar open it.
