No tool is available to compare two exert output CDDs. You have to build you own excel macro as mentioned by Mirzaatif.

Such macro will be very helpful.

You can get eNB dump using kget command for LTE as well.
Another way to get parametric dump is through "common explore" of oss using bulk export.
