May be there is a problem in MSC/BSC/RNC/LAC definition of the new cell. If the cell is created in BSC/RNC and not in MSC extenal handover is nor possible. Or if the LAC information is not...

You will get the total number of users in each carrier (cell)

Multiple CCH also increases paging performance..

For the roads in the city center i advice you to make power splitted cells in order to avoid dropped calls due to handover in high speeds. But the sites should only be planned for road coverage.
