It depends on the vendor. Usually, SDCCH congestion is the 'soft' blocking, i.e. the mobile requests are put in a queue and waiting there for an available SDCCH. The system then pegs SDCCH...
As far as Huawei docs are correct, it supports 42Mbps DC-HSPA (DC+64QAM) and it's backwards compatible with 2x2 MIMO (HSPA+, Cat.18, 16QAM+MIMO)... :confused:
