have serving + neighbors all -124 dBm? or only serving cell has -124? or only for neighbors?

Its not answer of my question;
for example i have one congested cell (X) and two neighbor cells (neighbor A & B).
when X congested i want to share load only to neighbor A,
i don't want to share...

if your cells are overshooting, then you should consider e/m downtilt or power reduction.

don't beleive dt logs so much. you cannot know about behind of walls with dt.

When a telephone gets a "handover command", that means a radio source allocated for this phone on target cell. TCH Congestion is not a HOF reason.

This allocated source is a TCH Channel, not a SD...

You shouldn't use consecuticve frequencies in one cell. if you have to use a feww freqs., distribute consecutive freqs to different cells.
for example
Cell 1: 115 117 119
Cell 2: 121 123 116...
