You have to install NED 6.0 software than you can browse the libraries. Possibly you need to add them to NED via Ned Admin tools

experienced similar problems and changing http://localhost:43231/NED/ to http://127.0.0.1:43231/NED/ did the trick for me. After that just added libraries via admin suite and here we go :-)
