what type of BTS? Flexi? if that so, have you increase the CE? in relation to that
ask your planning if there the IuB are congested, it means you have to add number of E1.

how many E1's are configured on BTS? does you have the correct profile?
Most common things are: Transmission problem, incorrect PCR profile, or you have to increase number of E1's if the CE usage...
