Adjacent is always better than Co-BCCH. However you should avoid assigning Co/Adj-BCCH to cells that are overlapping too much (serving the same area).
Do you have access to some AFP tool?
It is the combination of Co-BCCH/Co-BSIC (also Co-BCCH/Co-BCC) that creates the problem. If the BCCH are different than BSIC doesn't make any difference.
This is normal and MS will have no difficulty distinguishing between these two neighbours.

Different antenna models have different horizontal and vertical beam-width meaning you will need to change the antennas.
MS stores BSIC for each BCCH and it is not updated as frequently as BCCH is scanned so if a cell has two neighbors with same BCCH and different BSIC there is a possibility of wrong handover decision.

Small correction, actually "Intracell F-H HO Allowed" must be set to YES.
Are you using flex-abis or legacy abis technique?
These interference band threshold are atleast tunable in huawei, not sure about other vendors.
If this problem happened on a new commisioned BSC, re-homed BSC, BSC on which Ater were added recently than most probable it is caused by CIC mismatch or cross patching on A-interface.
