decoder is used to decode UETR/CTR/GPEH files, or monitor...you should have knowledge about call signaling messages...it is useful to find errors in traces. you have readme file in decoder folder,...

I agree with you partially, from more than 50 people I am sure that 10 or 20 use tool or can use tool..it is good,... it is a little bit selfish only to download it, not to give reputation or thanks...
