there are 2 ways: increasing the number of hspa resources per cell or decreasing the cell finger print. The latter one may lead to disregard other cells, so an ACP tool is used for this.

That's the problem bro. Add the Atoll folder to the Exception in you AntiVirus. Restore the deleted files and retry. I've tested it even in VM's.
