I had a similar experience. With a laser range finder, you will never measure the height of the antenna structure from bottom to top. It can be measured from top to bottom, provided that the laser beam hits an established special target on the ground (or any surface that does not absorb the energy of the laser beam). In any case, this is problematic.
The manufacturer Kathrein has Antenna Monitoring Unit, which allows you to determine the height of the antenna suspension.
The manufacturer Huawei Antenna Information Sensor Unit. These devices need to be installed.

Or go for a laser like the Trimble LASERACE 1000 that can measure height, 3 point measurment.
