RRC Reestablished process from the sudden outtage serving cell

Hi all Due we have observed the eRAB drop rate is increased after the cell is shutdown from power saving plus the reestablish RRC fail time increased. So i have wondered if the UE still be able to do re-establishment for such a case after outage period?

In the normal flow after UE is RACH to the cell B (After previous cell is off) and Reest request to cell B(MSG3) Cell A need to send HO req to cell B but this case, for cell A signal is completely outage.
