Could tell me reason of HSDPA Access Failure due to UE? After 2nd carrier implementation, this failure is increased.

Last Update: We've disabled HSDPALayering, after that stats are return back to normal.

I've already opened Trouble ticket to NSN. If they replied, I would share with you.
