I got TEMS 9.x which dongle is not required to start.

you are correct. from my experience of 10.1 you need dongle. though there has been a couple of dongle less solutions here I haven't tested them.

I'm running TEMS 10.1.1 and dongle is needed to start the application. So you are correct.
