basically there are 3 diff types of HO on 3G.
for decent explanation I suggest you to refer to the next book "UMTS the fundamentals" ( chapter 4).
i'm sure the pdf file is posted somewhere on this forum.

Softer handover - handover between two cells on the same nodeB and on the same frequency

Soft handover - handover between two cells on different nodeBs and on the same frequency

Hard handover - handover between two UMTS cells on different frequencies or handover between different Radio Access Technologies (IRAT) typically from 3G to 2G

Without wanting to complicate things, hard handovers can also occur when you are moving between cells that belong to different RNCs and the Iur interface is not present..
