CSFB with PSHO vs CSFB simple redirection

I would like to know if there is a references for the CSFB+PSHO vs CSFB+ no PSHO, what are the main differences, and what is better from the UTRAN perspective.

PS HO need 3G neighbor relation, and redirection need 3G frequency information.
