It is better disable SDCCH HO and allow DR \ FDR without any restriction.

some radio problems cases needed activation of SD HO, specially in some SD Drop radio cases.

notes that FDR doesn't replace SD HO roles.

1)need to check the interferent about severing cell.
2)check the TRX if it is not good.
3)check the same RF with same BSIC.
