The radio access technology is the same for 2G: DCS (GSM1800) and GSM. So IRAT means between 2G and 3G.

No, it isnt possible. Inter-RAT means betweean GERAN and UTRAN.

IRAT handovers are implemented differently by each vendor. What kind of vendor are you using or would you like to have for checking in log files?

experts, can you share more documents about IRAT, as I would like to know how IRAT can affect the performance of the network and how to control that ?

IRAT handover is mostly referred to the handover from UMTS to GSM (mainly operating in slotted mode) and also vice-versa. Note that most vendors support only the former, albeit the latter is also supported by the 3GPP standards.

You should identify the document enough before you ask people to download, unless it is for your friends and family.
