Low CSSR PS with high VS RAB Fail Estab PS RNL

Dear expert,

Kindly need your suggestion on the case i`m having in my network. Since couple of days ago, CSSR PS on three sites (all sector F1 & F2) in one RNC began to degraded at the same day. Both RRC SR and CSSR CS is still good. Found no alarm from alarm log as well. Congestion (power, code, CE & Iub) also still normal. The degradation inline with increasing trend of VS RAB Fail Estab PS RNL. From transport, all three sites are not in one transmission path. Action that already taken are:

-Block and unblock cells
-Reset node b (by software and hard reset)
-Change WRFU

Kindly need your suggestion on what needs to be checked and how to solve the problem. Thanks in advance.

Have you checked RTWP ?
is it normal or not (on range -95 to -110)

you checked the congestion part, that's ok but did you check UUnoreply counter as well? Uu fail? is it normal too?
