I have high RRC failures.
And I see this counter :

From MO explanation it's related to following :
- no internal UE identity is available in the RNC
- MP load control function
- Admission Control function does not grant permission to proceed
- any internal parameter retrieving or calculations fail
- a downlink channelization code fails to be allocated

has anyone ever experience this kind of RRC rejection and found a solution or the cause of the problem?
And related to "no internal UE identity", does anyone know how to check this?
