As I can see it is for RU20 thus no compliant to RU30.
I think that it is not possible or not easy at all to build CE calculator for RU30 in Excel. RU30 uses CE engagement in blocks in order to optimise their utilisation. Not (more or less) simply in a row like RU20. Because of that I think that RU30 modelling would require more complex tool.

As well explained by dekii.In RU30 CE assignment is dynamic or base don usage and requirement so its difficult to prepare excel.
