What can we do with this installer without license?

now there is Tems discovery 4.0.13 released but not have installer

I am not sure that you are right. As I know it is impossible to make a key emulator without dongle itself. So just to have an installer is useless. That is the common procedure for the HASP keys.
People who already have the med most probably got it from the experts who had an access to the software and key and was able to make a dump for it.
Please correct me if I am mistaken.

Yeah this is the general way of doing ti, mkemu(not demo version) the dump of the HASP key and creating an emulator for it.
We don't have the knowledge of creating our own emulators except getting it free or buying it, so i think they can make it with installer only.
They only problem in that is: you cannot sell it as if you sell it one time, everyone get it :)
Business strategy :)
