In UL based on UE ratio CE usage will increase exponentially but in DL for HSDPA CE usage is negligible and mostly is using code

In UL more processing is required to combine diversity signals that's why more CEs are required.

you should also consider decrease of UL R99 traffic, UL 384 uses 16 CE...so check sf4AdmUl parameter...

Hi,
It is because of HSDPA clearly. in HSDPA you can use maximum 15 codes in DL which are shared in a cell But you can have a lt of users which may be scheduled. NodeB doesn't release the UL channels when user is not scheduled because of fast scheduling and reduce unnecessary signaling.
To reduce the UL CE utilization:
!) you need to allow UL 16 kbit/s or maybe 8 kbot/s in nodeB So you need to check the vendor doc to see how you can do it
2) Move users faster to FACH because users may stay in HSDPA state but they are transferring low data rate. in this case user consume UL CE
3) Increase UL CE utilization by allowing higher admission threshold
4) Check coverage overlapping of your cells
5) increase UL CE license capacity or increase HW capacity
