If you are using 2 or more carrier, hard handover should be performed between of carriers.

My friend this counter is just for Soft Handover.

For HHO at the HSDPA you need to check:

VS.HSDPA.HHO.H2H.AttOutIntraFreq
VS.HSDPA.HHO.H2H.AttOutInterFreq
VS.HSDPA.HHO.H2D.AttOutIntraFreq
VS.HSDPA.HHO.H2D.AttOutInterFreq

There are not attempts for Hard handover but many for VS.HSDPA.SHO.ServCellChg.AttOut". Logically there is no soft handover in HSDPA. Do anyone knows, why is this counter in Huawei?

This measurement item provides the number of HSDPA serving cell change attempts for cell.
