PS Radio throughput in Huawei 2G EDGE

Currently we are experiencing Network throughput of about 150 Kbps at network level using 2G Huawei EDGE network. Can anyone share the optimum netowrk level throughput for a very high CS traffic loaded network and also share any documents about how to enhance radio PS throughput ?
