RBS3000 configuration 3x2 and CE/users calculations

I've already worked with 1+1+1 radio configuration and the traffic calculations for my country (Montenegro) were this:
96 CE per RBS
Expected percent of users in SH 50%
This RBS service 12.9 Erl traffic per cell - 38.7 Erl per RBS in busy hour.


Can someone please help me with configuration 2+2+2 with 2 RUs (20W each) per cell (3x2, RB3)?

What is the number of CE?
How many users per cell in busy hour?

I am sorry, I need to reformulate my question:

I found out that operater is the one that buys CE capacity , and I found out that it is 196 Channel Elements per one UMTS RBS 3106.

Now, I need to calculate number of simultaneous users per cell and per all three cells in busy hour.

What is the formula that connects CEs with Erlang table?
