I know for 30m is public (ASTER GDEM), but need more precise commercial maps? Not public maps.

You can download from here : ASTER GDEM (http://www.gdem.aster.ersdac.or.jp/search.jsp)
sign up first and it's free... according ASTER GDEM version 2 it was 70 m resolution , improved from 110 m res from version 1. You can check in this thread : http://www.finetopix.com/mapping-tools/23333-aster-ver2-30m-terrain-data-released.html

I have downloaded a example that have 12 part ASTGTM2_N20E104 to ASTGTM2_N23E106 and each part were comtributed ASTGTM2_N20E104_dem.tif and ASTGTM2_N20E104_num.tif. please share how can i import to atoll tool.

Hi,
I am not an expert at this, but I want to help based on what I know.
You convert those file to Atol map format (I'm not Atol user) using global mapper (you can find here : http://www.finetopix.com/mapping-tools/22351-global-mapper-13-a.html) or using FME Desktop ( here : http://www.finetopix.com/mapping-tools/22312-safe-software-fme-desktop-2011-sp4-build-6538-x64.html)
And also you have to define the projection ( need some expert here for explain how to define Projection for the map).
Please note that free raster image data was 70 m resolution so I think it's only good for planning network or model tuning for whole country.
If you doing planning or tuning model for some specific area such as Dense Urban, CBD etc... I suggest you using map with 5m ~ 20m resolution.
This explanation based on my experience using NetAct (similar with Asset), required minimum 3 data map : heights, clutter and vector data.
Also, I still waiting from expert here to give good explaination regarding ASTER GDEM.

- I Know, but not accurately resolution requiring to simulate for critical environments. Could u share the information for it.
- The last project, i had used the 2m resolution for Dense urban. i think it's ok so i don't how acurately require to do it.

If you asking me how to convert ASTER GDEM free image data (70m res) to higher resolution (2~20m resolution), I don't know. As far I know the company have to buy from Map supplier for higher resolution ( it cost thousand $, depend how large and resolution).

Map format conversion is not needed.
You need to convert coordinates of each tile when importing to Atoll. Map name implies coordinates of lower left (verify in document on Aster page). So N20E104 tile will have coordinates 20 deg North / 104 deg East on lower left corner.
When you will import your file to Atoll -> you need to enter UTM coordinates of upper left corner.

So convert 20+1 deg N / 104degE to UTM coordinates and pixel size is resolution of your maps (30m).
