Iub packet loss rate effect on IRAT HO

I need some help knowing what's the acceptable value for the Iub packet loss rate and it's effect on the IRAT HOSR, specially the PS IRAT.

Iub Packet Loss Rate should be nil. If there is loss, all KPI's will be affected.
