Hello,

Do the UE stay all over the procedure of ISHO (NSN 3G -> 2G) in compressed mode ?

In fact, in NSN when all active set cells trigger the event 1F the RNC send a pyhsicalReconfigurationChannel in order to command the UE to pass in compress mode and to start the IS/IF meausrements by sending a measurement control.

Do the measrement report are sent in compress mode or no ?

The signaling flow of an ISHO are:
1. 1F event triggering => compress mode
2. IS/IF measurement are done
3. cancel the compress mode
4. sending the report about GSM carrier (RSSI)
5. HO condition are fulfilled in RNC
6. intiating a compress mode again and measurment to done in order to verify the BSIC of the GSM carrier chosen by the RNC
7. UE report the verified BSIC measurment
8. intiate intersystem HO

Could you please confirm that steps above are done in the procedure of ISHO ? and if not what are the exactly steps ?

Yepp, these should be the steps, I don't think you left anything out. Why, what problems are you encountering? NSN's ISHO works spot on normally.
