Both but mostly used in baseband. Depending on a technology and the your need, you might have more use from knowing CINR (to evaluate on RF level), Ec/Io (WDMA specific) or Eb/No (baseband value for calculating BER). Usually, SINR is associated with baseband transmission where carrier is not present, thus S is a signal power. It is also used in digital communications, convention modulations (e.g. PSK, ASK, QAM) to calculate Eb/No that will be used to calculate BER or SER.

Good question! You must be refering to HSDPA, where we consider SINR instead of Eb/No. It is applicable to the baseband.
