RRC Fail - No Reply

when we have No reply failures at RRC connection level, it means that it is caused by poor coverage or no ?

If the CPICH's Ec/Io is below -12dB, It is very likely a poor coverage problem. If it is not the case, it is most likely UL and DL imbalance related issue. You can take various action to improve the situations.

Boss check in PD in CHR ..Most likely coverage issue. May be increase Treselection ...
