In 3G (WCDMA), you dont need to master all the messages in RRC and layer 2... all you have to do is memorize the signalling protocol in the receiving end (UE)... for location updates/paging, call setup, data setup, UE neighbor/ho (intra-node-b/inter-node-B/iRAT/inter-RNC). That's it! (i hope this one helps)
