Hand over not happening

Hi all

Inorder to latch to A particular sector i have enabled the C2 parameter . after that cell-reselection works smooth between sectors but the handover is not happening, deleted the neighbors and re-created still it is not working
My system is siemens

experts pls throw your inputs.

i am badly in need of help:L

even though i didnt recieve any input , but thought to share the findings as i feel this may save any of my freinds in this forum.:(

Solution:

The same was rectfifed after the correction at CORE end . The SUB-System MAP layer was wrongly addressed.
